This image is a 3 shot in- camera multiple exposure with manually bracketed exposure (2s, 4s, 8s IIRC) in order to get detail in both the sky, the buildings and the water.

The only processing (from RAW was white balance adjustment, slight exposure correction and fill light, and then levels adjustment)
