Building Security Cooperation in Uganda

            On January 11, seven Embassy officers representing five different USG agencies plus the Regional Information Resource Officer, gave in-depth briefings to over 40 senior officers ("students") and 26 staff members of the Ugandan People's Defense Force's Senior Command and Staff College, Kimaka at the U.S. Mission Uganda's Information Resource Center (IRC). 

This annual orientation program began in 2004 as part of the IRC’s efforts to establish and build lasting relationships with important local institutions. PDS reached out to the librarians at the then newly-established Senior Command and Staff College as a way to provide the military with much-needed relevant information about the United States, as well as information in the areas of democracy and human rights, regional security and global terrorism. Since 2004, it has become an annual tradition to have new Staff College students visit the Embassy and IRC as part of their program. Through this program, over 300 military officers from five countries have visited the IRC/Embassy. 

PAO Dan Travis welcomed the group. The first presentation was on services and materials offered in the IRC, followed by a presentation from visiting RIRO Henry Mendelsohn on eLibrary. The group then heard from Major Nick Gregoire, Deputy Chief, Office of Security Cooperation, who gave an overview of DOD and security assistance in Uganda. Then Steven Robertson, Assistant Regional Security Office, spoke on DS' interaction with the UPDF on some recent cases. Pol/econ chief Aaron Sampson, USAID deputy mission director John Mark Winfield, and PEPFAR deputy coordinator also gave well-received presentations. The highlight of the event was having the Ambassador and the DCM address the group on the current status of U.S.-Uganda relations.
