Mike "Abaraphobia" tells us:
The number plate prefix is for the Northampton/Northamptonshire area, in the Midlands of England (as Anne pointed out!), and since they're not far from Birmingham, it might be a BSA!? (British Small Arms, who also made guns!). The flat top on the tank suggests the 1920s/early 30s period. Northampton is famous for it's shoemakers, but I don't suppose this family wore out many pairs?
If the tax disc to the right of the headlamp were clearer, it would give the date ...

The RP prefix was supposedly only used up until May 1931.

Sidecars were manufactured by a different maker to the the bikes and could be sold as a after market add on.

I think a 1930 model .... possibly the S12 "Sloper" 500cc.
I believe the '31 models had a larger diameter front brake drum and the brake and clutch levers were mounted inboard, not on the handlebar ends. Also it looks like the owner paid extra for a Smiths speedometer.
Also I think the "Chair" is a BSA Item
