            Rain in Tucson is very light.

I think it's tie we built a national water pipeline grid network, probably along our interstate road network. It should connect newly enlarged reservoirs in many states. We need to pump rain from states with excess water, aka FLOODS, to states with severe drought conditions.. Plus, it would be instant job creation for system designers, pipe manufacturers, construction equipment manufacturers, and construction workers... 

Presidents Eisenhower and Kennedy thought LARGE. Unfortunately, our current "leaders" think mini-micro-small.
