In the third volume of Charles Moore's biography of former  Prime Minister and temporary feminist icon Margaret Thatcher 
it was revealed that she sent former Chilean military dictator Augusto Pinochet a malt whisky with the note : "Scotch is one British institution that will never let you down." She was appalled that the Labour government had allowed his arrest while in London for medical treatment, overriding his diplomatic immunity.  She was impressed by the success of Chile's neoliberal economic programme and Pinochet's bloody stance against communism. He was also widely known as the man responsible for the deaths of more than 2,000 people and the torture of many more. Margaret Thatcher vowed at the 1999 Conservative party conference to see him "returned safely to his own country."
