The photograph was made by the studio of C. Birkner in Graudenz (today in Poland: Grudziądz). The soldier has the rank of a noncomissioned officer. He is wearing a cocarde with the "Landwehrkreuz" on his cap. So he is member of a reserve, Landwehr or Landsturm unit. The belt lock is showing the prussian ornament. 

According his marksmanship lanyard (Schützenschnur) he is a awarded rifleman. I cannot see a medaillon, but one acorn (Eichel). I think he has the first level of the award.
