Ziel ist die Wiederherstellung des historischen Berliner Stadtbildes, das durch die Sprengung des barocken Berliner Schlosses seit 1950 an dieser Stelle unterbrochen war. Bauherrin und -eigentümerin ist die Stiftung Humboldt Forum im Berliner Schloss.
Der Neubau mit der Bezeichnung Humboldt Forum wird als ein Forum für Kultur, Kunst und Wissenschaft in der teilweisen Rekonstruktion des Berliner Schlosses eingerichtet. Dazu werden drei der Barockfassaden wiederaufgebaut, der Ostflügel zur Spree hin ist eine Neuschöpfung des italienischen Architekten Franco Stella. Auch die Kuppel mitsamt Kreuz, ein Eckrondell an der Ostfassade sowie drei von vier Seiten des Schlüterhofs werden wiederhergestellt. Sämtliche Innenräume werden zunächst modern gestaltet – weiß, schlicht und rein funktional –, ebenso eine Seite des Schlüterhofes. Hinter der Schlosskuppel entsteht ein Dachrestaurant, auf die zwei die Schlosskuppel begleitenden Laternenaufbauten wird zunächst verzichtet."
