            A slightly unusual official guide this; by the 1930s most such "official" publications were issued by the relevent local authority but this was issued under the auspices of the Accrington and District Industrial Development Committee to tell of the key industries, industrial advantages and residential amenities of Accrington, Haslingden, Church, Oswaldtwistle, Clayton-le-Moors, Rishton and Great Harwood. Various local worthies, representing the local authorities, sat on the Committee that was chaired by Councillor Slack of Accrington. The Committee was most likely set up to attempt to attract new industries to this part of East Lancashire where the Great Depression of the early 1930s had hit the traditional textile, engineering and coal industries hard.

It contains the usual local information for both residents and industries and is bolstered by adverts for local services and trades. The Guide is in the less common landscape format and was produced by one of the companies most associated with such publications, the New Centurion Publishing & Publicity Co. Ltd. of Derby. The Council operated Transport Department had its origins in tramways, originally privately operated steam tram services that had started in 1886 and which the Corporation purchased in 1907 and electrified. Like many small first generation tramways buses had replaced trams by 1932 and a fairly extensive network connecting Accrington with local towns and villages was operated. The Department seems to have relatively friendly relations with the local regional 'private' operator, Ribble Motor Services of Preston, as the advert notes connections across the county via their extensive services.
