The Fleetline was the second rear-engined chassis to be launched by a UK manufacturer, following Leyland's introduction of the Atlantean in 1958. From the outset, the Fleetline had a drop-centre rear axle fitted as standard, enabling low-height bodywork to be fitted without necessitating an inconvenient seating layout in part of the upper deck, as was the case with early Atlanteans. Leyland responded by offering a drop-centre rear axle as an option on the Atlantean, but after the two companies came under the same ownership in 1968, the low-height Atlantean option was discontinued. In late 1960s, Daimler developed the longer 36' double-deck Fleetline which was based on the single-deck Roadliner chassis.

Walsall Corporation Transport’s General Manager, Ronald Edgley Cox, had views on bus design that were either innovative or eccentric. After lengthening several older buses, when Walsall moved into the rear-engine era, he decided his Daimler Fleetlines should be of shorter length.

The front overhang was much reduced and the earlier examples only had a sliding door behind the front axle. This design was later modified to include an additional narrow door ahead of the axle. Northern Counties built the bodies and around 100 were in service by the time the Walsall fleet was taken over by the West Midlands Passenger Transport Executive in 1969.

WMPTE was keen to eliminate conductors and this bus was converted to driver only operation in 1970.

The Walsall Daimler Fleetlines were retired by 1981 except for no. 116, which became semi-preserved. After renovation work re-entered it service in May 1985, finally retiring in 1986
