Occupied Vienna was divided into four Allied zones
After the Second World War, Vienna, for the time being only occupied by the Red Army, in the fall of 1945 became four-sector city administered by the Allies.
Already a few days after fightings ended, a provisional city government and city administration has been established. The communist Rudolf Prikryl on April 13 temporarily was appointed as mayor. Three days later he was replaced by the Social Democrat Theodor Körner. Also the political parties re-established themselves. On 29 April, the Parliament building was handed over by the occupying power to the new government and Karl Renner announced the restoration of the democratic Republic of Austria.
In November 1945, the first municipal elections were held. Of the 100 seats of the Vienna City Council, the Socialist Party (SPÖ) received 58, the People's Party (ÖVP) 36 and the Communist Party (KPO) 6. In 1946, the so-called "Territory Change Act" was decided that reversed the urban extension of 1938 again. A veto of the occupying forces prevented the act to its final realization in 1954. Only two disctricts, which before 1938 did not belong to Vienna, now definitively became part of Vienna; the 22nd District (Donau City), north of the Danube and the 23rd District, in the south.
Although the Austrian police existed again, it ultimately was subordinaded under the Allied administration and its units. The postwar years for the poorly equipped police officers were marked by particular danger. Half of the 50 deaths during the police service to this day already occurred in the ten years under Allied administration, most of them - 20 in number - already in 1945 and in 1946. Several times, especially in the first years after the war, it came to incidents between Austrian police officers and occupation soldiers. However, fatal incidents occurred exclusively with Soviet soldiers. In the first two years, five Viennese policemen during service solely died on the ground that they were killed by some drunken Soviet soldiers, as evidenced by records of the National Police Headquarters in Vienna. In reporting about Soviet encroachments mainly the Arbeiter-Zeitung (worker's newspaper), the central organ of the Social Democratic Party and the Kurier, an American Founding, made a name for themselves.
After the war, initially the reconstruction stood in the foreground. The traditional symbols of the city, which had been severely damaged in the last days of the war, including St. Stephen's Cathedral, the Opera and the Burgtheater here became symbols of the reconstruction attitude. Was particularly celebrated the newly cast Pummerin, the great bell of St. Stephen. From about 1950 on, followed as everywhere in Western Europe an unprecedented economic boom, not least with the help of the Marshall Plan. However, the population of Vienna stagnated long, not least because of the fact that until 1989 the Iron Curtain was blocking the connection of the city to the ancient drainage basins in the east and north.
On 15 May 1955, the country during a festive ceremony in Viennese Belvedere with the Austrian State Treaty regained its full freedom: the four occupying powers engaged themselves to withdraw their troops still in the same year. This was done successively until October 1955.
