From the Ir. J.W. Topshuis Service building, the Oosterschelde storm surge barrier is served.
The design consists of two concrete squares. Three floors rise above the wider ground floor. In the middle of the building is a core with a staircase. Two other stairwells protrude from the volume. The facades are closed for the most part, there are a few horizontal glass strips.
Quist advised on the design of the pillars of the storm surge barrier. The three dams have 66 pillars with 45 meter wide steel gates in between. These slides can be moved with the hydraulic cylinders that protrude above the pillars.

Vanuit het Ir. J.W. Topshuis Dienstgebouw Stormvloedkering Oosterschelde wordt de Oosterschelde stormvloedkering bediend.
Het ontwerp bestaat uit twee betonnen vierkanten. Drie verdiepingen steken uit boven de bredere begane grond. In het midden van het gebouw is een kern met trap. Twee andere trappenhuizen steken uit het volume. De gevels zijn voor het grootste gedeelte dicht, er zijn enkele horizontale glasstroken.
Quist adviseerde bij de vormgeving van de pijlers van de stormvloedkering. De drie dammen tellen 66 pijlers met daartussen 45 meter brede stalen schuiven. Deze schuiven kunnen worden bewogen met de hydraulische cilinders die boven de de pijlers uitsteken.
