Les soldats du feu luttent contre l’eau

            Fort-Dauphin (Madagascar) - A l'heure où j’ai pris cette photo j'aurais dû être dans l'avion en direction d’Antananarivo, la capitale. En raison des pluies torrentielles, accompagnées de vents violents, qui s'étaient abattus la veille et toute la nuit sur la région de Fort-Dauphin, mon avion a été annulé.
Le maire de la ville devait me conduire à l’aéroport. Il est quand même venu me chercher à l’hôtel, mais pour que je prenne des photos afin de faire un état des lieux des quartiers inondés.
Là, j'ai retrouvé mes copains les pompiers qui mettaient en œuvre la seule pompe à leur disposition pour évacuer l'eau. Le travail était colossal car plus de 600 personnes ont dues être relogées dans les écoles de la ville.
Le service de la voirie a créé des systèmes d'évacuation des eaux pour ce problème récurrent pendant la saison des pluies. Mais de nombreux malgaches de la classe moyenne construisent des maisons illégalement sur des terrains communaux. Madagascar est un état de droit, mais personne ne le sait. Comme ces maisons sont en béton, les sols n'absorbent plus l'eau. De plus, pour que l'eau évacuée ne passent pas "chez eux", les propriétaires illégaux bouchent les canalisations d’évacuation avec du béton ou les détruisent purement et simplement. Résultat, les quartiers constitués de baraquements en bois se retrouvent systématiquement inondés. Comme d'habitude, ce sont toujours les plus pauvres qui trinquent.

The town mayor was supposed to take me to the airport. He still came to pick me up at the hotel, but so that I could take photos to make an inventory of the flooded neighborhoods.
There, I found my friends the firefighters who were using the only pump at their disposal to evacuate the water. The work was colossal because more than 600 people had to be rehoused in the city's schools.

The road department has created water drainage systems for this recurring problem during the rainy season. But many middle-class Malagasy people build houses illegally on communal land. Madagascar is a state of law, but no one knows it. As these houses are made of concrete, the grounds no longer absorb water. In addition, so that the evacuated water does not pass through "their homes", they block the evacuation pipes with concrete or simply destroy them. As a result, neighborhoods made up of wooden huts find themselves systematically flooded. As usual, it is always the poorest who toast.
