Help me identify this... Sandpiper? - a photo on Flickriver

            Okay, it's a shorebird, probably a sandpiper, but not one of the usual suspects. It's got a downturned beak and prominent forehead that doesn't look familiar and doesn't match anything in my Sibley, the Stilt Sandpiper of the eastern US is the closest but I wouldn't expect to find one in San Diego. 

Picture taken on the muddy shores of Mission Bay in San Diego, in October of 2019, when all the shorebirds were in breeding plumage. There's a willet standing behind it, to provide scale, and thanks to anyone with a clue!
