Captain Ostapenko (Osztapenko) was an officer of the Red Army. He was sent by Marshal Malinovsky to negotiate with the encircled Germans. Shortly after the frustrated negotiations, while returning to the Soviet lines, he was killed by a mine. After the war the Hungarian Communist government accused the Germans of killing him. One of the most popular Hungarian sculptors, Jenő Kerényi molded his statue in 1951. The statue marked the Western entrance of Budapest on the M1-M7 highway near the site of his death. The Eastern entrance of the city near the airport was decorated by the statue of Captain Steinmetz, other truce-bearer killed during his mission. Both statues were removed after the fall of the Communism.

Their story was taught in elementary schools to remind people of the perfidy of the Nazis and the sacrifice of the Soviets.

"When Osztapenko changes step" was a popular expression in the 70ies and 80ies meaning "fat chance" - but after all, he changed step.

Many statues were removed after the fall of the Communism and the removal of some of them is questionable in my opinion. Fortunately none of them were destroyed; they are in the Memento Park in the outskirts of Budapest.
