The NS (Dutch Railways) use 98 double-decked VIRM (Verlengd InterRegio Materiaal) intercity trains. They were built by Talbot Bombardier in the late nineties as a part of the Rail21 plan and were called Regio runners then - before the privatization of the Dutch Railways (Nederlandse Spoorwegen). They were explicitly planned to facilitate the changing travel patterns resulting from the VINEX spatial plans. However, many VINEX quarters would not be created near railway lines. And the VIRMs are IC (Intercity) trains now, though they serve as stopping trains at the weekends in Zeeland.
