David Willetts gives over a good deal of space in his 2017 book (A University Education) to explain that this is not, and never has been, the case. Staff at English universities were never public sector workers paid directly by the state, and the Universities Superannuation Scheme pension scheme (to which over 400,000 active and retired academics belong) is private.
