20+ Year Old Dumping Area to be Remediated at Jay Property, Rye, NY

A NYDEC notice of violation governs remediation of this visibly contaminated area at the historic Jay Property in Rye, NY. Westchester County Parks will be taking core samples to determine the depth of debris in the field and derive information for a long range plan on how to best remove the toxic waste without further contaminating this environmentally sensitive site that abuts a nature preserve in Rye and drains towards Long Island Sound. These core samples might also help archaeologists studying the site if they reveal what was buried underneath the dump. The walls surrounding the dump date back to 1822 and were originally 4- 5 feet in visible height but the dump has covered more than half of them.

Lab tests commissioned by the Jay Heritage Center earlier in 2010 helped identify and bring attention to this serious environmental threat which was long concealed by Westchester County Parks under deliberate invasive plant overgrowth.

Remediation of this dump is a positive start but only a fraction of the work that must be done. The Jay Property was recently designated an "At Risk Landscape" by the Cultural Landscape Foundation in Washington, D.C. tclf.org/landslide/risk-landscapes It is a National Historic Landmark and the site of John Jay's boyhood home ( National Register # 82001275). It is also a New York State and Weschester County Park open to the public. The Jay Heritage Center is a not-for-profit educational organization chartered by the NY State Board of Regents to educate the public and preserve the legacy of John Jay at the historic 23 acre Jay Property. The site is on Westchester's African American Heritage Trail and also a member of the prestigious Hudson River Valley National Heritage Area.
