The employer Enso Gutzeit commissioned the building, for which in 1949 organized a competition to assign a project aimed to make the town council. 
This was won by Alvar Aalto,. Influenced by his travels to Italy, the designs is a mixture of trace Italianate and his own architectural language.
It Is located, according to the four cardinal points, on a gently sloping south (top faces north).
It is a building with a large courtyard that is the height of one plant relative to ground level. There are a total of three floors and a height of 17 meters. The complex has a library, bookstore, nursery, bank, housing, pharmacy, shops and of course the offices and council offices, plus the council chamber. The building is made of brick, a material rarely used in Finland, so it was new. The work of the bricks is placed with great precision and accuracy. It is surrounded by a paved road, which is surrounded by a wooded area.
