As with everything in life, It's all to do with forces of attraction! The water droplets form 'marbles' because of the attraction of the liquid molecules to each other due to cohesion from the hydrogen bonds. The surface tension results from the greater attraction of the water molecules to each other than to the air or plant molecules. Because the surface molecules do not have the same molecules on all sides they are effectively pulled inwards creating the droplet.

A similar effect is observed with mercury, which has extremely high surface tension but I don't suggest trying this at home, or anywhere else for that matter. Mercury vapourises at room temperature and is highly toxic, it's also a bugger to clear up if you spill it!
The phrase 'Mad as a hatter' supposedly originated from the use of mercury in the production of felt for the hat industry. The effects of mercury poisoning includes slurred speech, tremors, stumbling, and, in extreme cases, hallucinations, however these signs and symptoms are not restricted to mercury poisoning; most towns will have many people displaying these features (along with various anatomical parts) on a Friday or Saturday night!
