Bike parking design failure, near Best Buy in Bloomington, Indiana

            So, my bike is about 18" longer than usual, but the entire 26" rear wheel is in the street.  Even a standard length bike would be hanging out in the road here.

I suspect there may be a requirement to have a certain amount of bike parking, but few requirements on the specifics of said bike parking. 

This certainly looks like an attempt to meet a minimum required standard, as it doesn't even pass a reality-check!
