Ce bâtiment pittoresque correspond aux vestiges d'un ancien moulin à blé construit sur les piles du pont médiéval. Ce moulin, dit "à roue pendante" fonctionnait grâce au courant du fleuve. En 1204, quand la Normandie entra dans le domaine royal français, Vernon perdit son rôle militaire. Philippe Auguste accorda alors à l'un de ses fideles la possibilité d'établir sur le pont un moulin. Au 18ème siècle, six moulins à blé fonctionnaient. En octobre 1849, l'achèvement d'un barrage construit en aval à Notre-Dame-de-l'isle, entraina l'arrêt brutal des quatre moulins subsistants et les meuniers furent condamnes "au chômage". Un long procès s'ensuivit et fut instruit par la Cour d'Appel, la Cour Suprême, le Conseil d'Etat... A cette occasion on apprend la date de « l'autorisation de construire ledit moulin, donnée par le Vicomte de Vernon le 5 août 1654». Le premier bâtiment à pans de bois date donc du XVIIe siècle. Il fut regulièrement reconstruit après chaque destruction provoquée par une inondation. Le Vieux Moulin, ayant perdu sa roue pendante, servit ensuite d'habitation. En 1930, il fut vendu à un Américain.. Abandonné et menacant de s'effondrer, il fut sauvé par la ville, qui finança de coûteux travaux de restauration effectués dans les années 1980. Le Vieux Moulin, aujourd'hui propriété de la ville de Vernon, est l'un des rares vestiges de nombreux moulins utilisant la force motrice des cours d'eaux.

The Old Mill
This picturesque building is the remains of an old flour mil, built on the columns of the medieval bridge. This mill with its "hanging stone", functioned thanks to the flow of the river. In 1204, when Normandy entered into the French royal estate, Vernon lost its military role. Philippe Auguste then granted one of his followers the authorisation to build a windmill on the bridge. In the 18th century, six wheat windmills were working. In October 1849, the completion of a dam built downstream in Notre-Dame-de-l'Isle led to the sudden stoppage of the four remaining windmills and the milfers were condemned to be unemployed. A long trial followed and was instructed by the Court of Appeal, the Supreme Court, the council of State, etc. On this occasion we learn the date of "the authorisation to build the said windmill, given by the Viscount of Vernon on 5th August 1654". The first half-timbered building therefore dates from the 17th century. It was regularly rebuilt after each destruction caused by flooding. The Old Mill, having lost its hanging wheel, then served as accommodation. In 1930, it was sold to an American. Abandoned, with the threat of falling down, it was saved by the town, which financed costly restoration works, carried out in the 1980s. The Old Mill is now the property of the town of Vernon, and one of the rare remains of many windmills using the motive power of a water course.
