Depuis plusieurs années la Fédération Française de Rugby s’est engagée dans un développement structuré et nationale de nouvelles formes de jeu afin d’ouvrir la pratique du rugby à tous. Pour ce faire, elle a obtenu une délégation Ministérielle en 2008 pour la discipline du Rugby à 5.
Le Rugby à 5 : La pratique ouverte à tous
Le Rugby à 5 est une pratique loisir sans plaquage, proposée par la F.F.R, qui se caractérise par le « toucher à deux mains » pour stopper la progression de l’adversaire. Il s’agit d’une activité mixte (hommes et femmes peuvent jouer ensemble), qui s’adresse à tous, quel que soit la condition physique.
Le Rugby à 5 conserve les fondamentaux du Rugby « avancer en continuité, soutenir, conserver, presser » tout en ouvrant la pratique au plus grand nombre et à la mixité.
De nombreux clubs affiliés à la F.F.R proposent déjà une pratique encadrée du Rugby à 5, définie par 2 types de section :
La Section Rugby à 5 « Loisir-Bien-Être » : accessible à toute personne, sans pathologie déclarée ou en prévention primaire, après l’obtention d’un certificat médical de non contre-indication à la pratique du Rugby à 5 « Loisir-Bien-Être »
La Section Rugby à 5 « Santé » : pour l’accueil des personnes en prévention tertiaire, souhaitant pratiquer une activité « Santé » après l’obtention d’une prescription médicale associée au certificat de non contre-indication à la pratique du Rugby à 5 « Santé »
Le Rugby à 5 permet de rassembler tous les acteurs autour du ballon ovale :

En remplissant un Pass Rugby, dans le cadre d’événements Rugby à 5 proposés par un organisme affilié à la F.F.R (Club, Comité Départemental, Ligue Régionale), un non licencié F.F.R peut également participer à une activité Rugby à 5
Le rugby à 5 (appelé aussi « rugby à toucher ») est un sport de la famille du rugby, développé par la Fédération française de rugby à XV dans le but de permettre au plus grand nombre d'accéder à une nouvelle forme de jeu de rugby sans choc et sans placage. Il a été conçu par la fédération française de rugby à XV.
Les règles sont simples et le jeu ne nécessite pas beaucoup de matériel (un ballon et un terrain rectangulaire de 50 mètres par 35 mètres). Il peut se pratiquer sur tous les terrains : herbe, synthétique, gymnase, etc.
Le contact physique est évité, ce qui rend le jeu ouvert à tous, et donne la possibilité de jouer sans crainte de blessures. Il existe ainsi des équipes mixtes.
Au 1er décembre 2015, la FFR enregistre une hausse de 97 % des licenciés avec une licence Nouvelles pratiques en comparaison du mois de novembre 20141. À titre d'exemple, 45 % des clubs en Ile-de-France proposent du rugby à 5 au 14 décembre 20152 et le taux de croissance des licenciés est de 108 % entre septembre 2015 et septembre 20163. Le nombre de licenciés au Comité d'Île-de-France de rugby est de 1 061 (739 hommes et 322 femmes) au 28 février 2017.
Le terrain
• Le terrain réglementaire est de forme rectangulaire et de dimension de 50 × 35 mètres (moitié d'un terrain de rugby ou de football).
Le ballon
• Le ballon du rugby à cinq est plus petit qu'un ballon traditionnel de rugby. Il est similaire à un ballon de taille 4.
Composition des équipes et remplacements
• Les équipes peuvent être masculines, féminines ou mixtes4. Pour une équipe mixte, il faut au minimum deux femmes sur le terrain.
• Chaque équipe peut être constituée de 10 joueurs et ne peut avoir plus de 5 joueurs présents sur l'aire de jeu.
• Les remplacements sont illimités et peuvent avoir lieu à n'importe quel moment du match, y compris lorsque le ballon est vivant.
Durée de la partie
Une rencontre dure au maximum 20 minutes, dont deux mi-temps de 54 à 10 minutes et un repos de 2 à 5 minutes. La durée des matchs est fixée par l’organisateur en fonction du nombre d’équipes engagées, du nombre de terrains disponibles, et de la durée du tournoi.
Quand le temps de jeu est expiré, la partie s’achève au prochain ballon mort. Si une pénalité intervient pendant cette période, elle est jouée.
Chaque partie est arbitrée par au moins 2 arbitres (officiels ou non). Ils sont les seuls juges en matière de faits et ils officient en jugeant selon les règles du jeu durant le match. Les 2 arbitres se répartissent de part et d’autre du terrain : à hauteur du ballon pour le plus éloigné, et derrière les défenseurs pour le plus proche de l’action.
La France dispose à ce jour de 167 clubs environ répartis dans 29 comités. Au 1er décembre 2015, 1.055 hommes et 512 femmes pratiquent la discipline avec une licence Nouvelles pratiques. Les licenciés Compétition et Loisir qui jouent au rugby à XV sont nombreux à jouer également au 5.
Attaquant : Joueur ou équipe en possession du ballon, dans le but d’inscrire un essai dans l’en-but adverse.
Utilisateur : Joueur de l’équipe attaquante.
Opposant : Joueur défenseur ou équipe qui s’oppose à l’équipe qui possède le ballon.
Défenseur : Joueur ou équipe n’ayant pas la possession du ballon et essayant d’empêcher l’équipe attaquante de marquer un essai.
Avantage territorial : Distance gagnée par rapport à l’endroit de la faute lors d’un ballon récupéré par l’équipe défendant sur un ballon tombé de l’équipe attaquante.
Cet avantage est terminé quand l’équipe a parcouru au minimum 5m en direction de la ligne de but adverse
Joueur en jeu : Joueur ne se trouvant pas en position de hors-jeu.
Relayeur : Joueur de l’équipe attaquante relevant le ballon sur une remise en jeu après un toucher.
Champ de jeu :
Zone située entre les lignes de touche et les lignes d’en-but, ces lignes exclues.
Aire de jeu :
Comprend le champ de jeu et les en-buts (entre 5 et 10 mètres).
En but :
Zone délimitée par la ligne de but, de touche de but et la ligne de ballon mort. Seul la ligne de but appartient à l’en-but.
Sol de l’aire de jeu :
La surface du sol doit être gazonnée, ou recouverte de gazon synthétique. On peut également jouer sur surface dure. En revanche, il n’est pas possible de jouer sur une surface gelée pour des raisons de sécurité.
Dimension de l’aire de jeu :
Longueur : entre 50 et 70 mètres
Largeur : entre 35 et 50 mètres
Un terrain type peut être tracé sur la moitié d’un terrain de rugby dans le sens de la largeur, les 5 mètres de part et d’autre représentant les zones d’en-but
Le rugby à 5 est joué avec un ballon de taille 4
Nombre maximum de joueurs :
Une équipe est composée de 11 joueurs maximum et ne peut avoir plus de 5 joueurs présents sur l’aire de jeu.
Dans les équipes mixtes, le nombre minimum de féminines sur l’aire de jeu est de 2.
Remplacements :
Les remplacements sont illimités et peuvent avoir lieu lors des arrêts de jeu ou également lorsque le ballon est vivant pour l’équipe attaquante.
Le joueur entrant doit attendre que le joueur sortant ait la totalité de son corps en dehors du terrain. Le changement de joueur doit s’effectuer dans la zone dite « de remplacement », qui mesure 20 mètres et se situe au centre du terrain (10 mètres de part et d’autre de la ligne médiane).
