2013 06 25 - 8335 - Rockville - Intexticated

Operator was a white female, approximate mid to late 20s, blonde. No passengers. Initially observed running a red signal along SB Washington St at Middle La – it was approaching the end of the Middle green and had been red for Washington for many seconds. In this act nearly struck a pedestrian stepping off the north leg, but the pedestrian saw the approaching vehicle and stepped back. The operator similarly nearly struck me (I was turning left from Middle), but I likewise saw the approaching vehicle and braked.

Following the same route, I trailed the vehicle right onto Montgomery Ave, continuing onto and along westbound MD 28 until approximately Shady Grove Road. I identified that the operator was texting on a mobile phone; I recorded photo and video of the activity. During this ~5 minute span I observed the operator swerving within the lane (occasionally crossing lane lines or almost striking the right-side curb), not using signals for any lane changes, and braking unexpectedly.

I lost track of the vehicle in the vicinity of Shady Grove Road, as her speed dropped too low that I felt I could not safely keep pace while operating within the morning traffic stream along westbound MD 28.
