Rogelio Báez focuses on the question how urban development constitutes "progress" and shows how it interrupts natural landscapes and defines the human experience of public spaces.

The Museo de Arte de Puerto Rico opened in 2000. The main building was designed by the architect William H. Shimmelphening and constructed in 1920. It housed the San Juan Municipal Hospital until 1966 and offices after that. Starting in 1995, the building was redesigned, with a large addition for exhibit space.
