A seat by the window. - a photo on Flickriver

            Different cultures - different ideas:

In Japan back in nineties when the bubble burst but most corporations had a problem of too many staff they did not need, the term “window seat” was a thing. It was addressed to people who are effectively laid off or fired but still at work. Since it was difficult to fire on will in Japan, they were ignored and moved to the window seats and not given any work. Those workers were called madogiwazoku, literally, "tribe at the window".

Now the situation is rather opposite: most companies face staff shortages, the bubble is far in the past and even if the term is used, it is likely in inefficient and rusty corporations which deserve window seats of their own.
