            Die Pallas-Athene hält in ihrer rechten Hand die Siegesgöttin Nike und in ihrer linken Hand einen Speer. Links und rechts von ihr sitzen allegorische Darstellungen der Ausübenden Gewalt und der Gesetzgebenden Gewalt, was die Gewaltentrennung zwischen Parlament und Vollziehung unterstreichen soll.
